Dell Conexant D850 Modem Driver
This package provides the Conexant 56K V.9x DFVc/D850 56K V.9X PCI DF Modem ULD Driver and is supported on Dimension, OptiPlex, Precision, Vostro Desktop and XPS Desktop that are running the following Windows Operating Systems: Windows 2000 and XP. Tech support screw up my conexant D850. Then go into Add/Remove Software control panel and remove the modem driver. When you reboot, XP should recognize the new hardware and ask you for the driver CD. Make sure you have that CD before you try this. If not, download the right conexant drivers for your system from Dell's site and burn it to CD.

Windows 7 drivers aren’t available for your Dell computer (Dell Inspiron 530s), yet. Hence Conexant D850 56k V9.0 modem drivers for Windows 7 aren’t available, too.
However, what you could do as an alternative would be to download and install the Windows Vista drivers in Windows Vista compatibility mode in Windows 7 and check if that fixes the issue.
You may download and install the Windows Vista drivers from the link below:
Note: If you’re using 64-bit version, select Windows Vista 64-bit from the Operating System drop-down list.
Uninstall the modem drivers from the computer before installing the same in Vista compatibility mode.

To install drivers in Vista Compatibility mode,
1. Right-click the installation file and select Properties.
2. Click the Compatibility tab.
3. Under Compatibility mode, check the Run this program in compatibility mode for: option.
4. Select either Windows Vista (Service Pack 1) or Windows Vista (Service Pack 2) from the available options.
5. Click Apply and OK.
